Although there are a number of Indexes on different aspects of Human Rights, none of them focuses on the commitment of States vis-à-vis the multilateral Human Rights system. Through the Human Rights’ Multilateral System Commitment Index proposed in this paper, we will be able to rank States by virtue of their openness (understood as the number of obligations contracted), and their confidence in the system (understood as the quality of those obligations). The focus of this paper is a parcel of International Law, that is, the multilateral Human Rights Conventions; uses a statistical approach, and its end-purpose is political and diplomatic. As it will be demonstrated, Spain has a leading role within this system, and European countries, excluding Portugal, Italy and Spain, are not exactly the best off.
