Abstract

German active employment policies have reached a high success along the years, thus becoming a model for many countries. But all models must be measured and examined under the focus of its circumstances, and a direct transposition to other countries could fail when those circumstances are not found in the host country. Spain has implemented the dual apprenticeship model and the «kurzarbeit» model, but they seem not enough to cope with the traditional Spanish model of contracts for limited duration. The way in which the Spanish legislation has adapted these two models could serve to analyze the hardships and difficulties of the convergence politics.
