People who do not have right to obtain free health care as insured or bene- fi ciaries are obliged to cover the amount of assistance provided by public health services. Th ere are, however, many situations in which the existence of a third person obligated allows sanitary authorities to claim the cost of services provided. Th e timely execution of this action would help to fi rm up the fi nancial viability of the national health system
