Abstract

The variable wages, (i.e. the activities contracted to local or company level for groups of workers), in italy is the only means to increase the wages and salaries of workers as the national collective bargaining has the task of establishing minimum wage, which increases must be in line with inflation. The legislator stimulates the use of performance bonuses or profitability with a fiscal discipline and social security rules of favour for both parties, workers and employers, but the benefits are modest and the various problematic issues – examined in the essay – explain the limited diffusion of local or company bargaining.
